By the end of the Cultural Revolution, a Science Conference was held by the Chinese government in 1978 and scientific research began to be considered seriously. Institute of Theoretical Physics in Beijing and Institute of Plasma in Hefei were established by Chinese Academy of Sciences.

Although the re-establishment of the Theoretical Laboratory was not in the agenda, the passion, scale and standard to conduct research have been obviously recovered and developed. Before and after the reform in 1980, many people studied abroad and exposed to new research directions. Some people returned China and joined the theoretical research team of Institute of Physics which created a good platform for future development.
